In October 2011 GRTC’s Board of Directors approved the Transit Development Plan (TDP) 2012 – 2017. This document replaces the 2008 Comprehensive Operations Analysis (COA) as the official strategic planning document for the agency. While the TDP is similar to the COA in scope, its contents were dictated by requirements of the Virginia Department of Rail and Public Transportation. The contents include a description of the company and our current service, a comparison of GRTC with a group of peer agencies, an unconstrained assessment of needs, a constrained plan of service changes, and a financial plan. This six year plan will be updated annually.
