About the Board

Structure

GRTC operates under policies set by its Board of Directors, which consists of nine members (three from each jurisdiction) representing the City of Richmond, Chesterfield County, and Henrico County. Members are appointed by their jurisdiction. Each member serves a one-year term. Members are eligible to serve multiple years with each annual appointment.

Board meetings are held the third Tuesday of each month, unless otherwise noted. See the Board Reports page for meeting details and location. Board meetings are open to the public.

Board Committees
To ensure GRTC’s Board of Directors fully exercises their governance and oversight over operations and management of GRTC, the Board of Directors established Board Committees. The committees are aligned with the functional organization of GRTC and serve to increase the effectiveness and efficiency of monthly Board Meetings.

Committee Structure
Board Committees are composed of five members of the Board of Directors and include a senior staff liaison as a non-voting member for technical support.

Each committee nominates and elects a Committee Chair who is responsible for the committee agenda. The Committee Chair coordinates with the staff liaison. The staff liaison is responsible for reporting Committee discussions and recommended actions to the full Board of Directors. Two directors represent a quorum. Board-appointed committees and subcommittees comply with the open meeting requirements of the Virginia Freedom of Information Act (FOIA).

Finance Committee

The Finance Committee is responsible for advising the Board of Directors on all financial matters and overseeing financial activities undertaken by the Board.

Operations Committee

The Operations Committee is responsible for reviewing systemwide transit operations and key operational performance metrics.

Development Committee

The Development Committee is responsible for providing performance updates to the Board on key system performance metrics and making recommendations on all major service changes and infrastructure prioritization, selection, and programming matters.

Executive Leadership

Chief Executive Officer Sheryl Adams joined GRTC as its first Risk Manager in 1998, and has led various departments, including Operations, Safety, and Training. After serving two stints as interim Chief Executive Officer, Adams accepted the role permanently in 2023.

Adams is a member of the American Public Transportation Association (APTA), Women in Transportation (WTS International), and Conference of Minority Transportation Officials (COMTO). She also serves on various regional transportation boards, including Richmond Regional Transportation Planning Organization (RRTPO) and Central Virginia Transportation Authority.

Chief of Staff Adrienne Torres has been with the agency for ten years. She got her start with GRTC in 2014 as a Planning Manager.

Chief Financial & Administrative Officer John Zinzarella has brought his tremendous long-term budgeting experience to GRTC since 2021.

Chief Operating Officer Kevin Hernandez, a dedicated transit expert with more than a decade of experience, joined GRTC in 2024 from Prince George’s County, where he had served as Chief of Transit.

Directors

Timothy Barham has served at GRTC for 12 years. As the Director of the Transportation Department, he oversees service delivery for the system which includes local fixed route service, commuter service, bus rapid transit, and paratransit.

Beginning in 1989 as a mechanic in training, Tony has been a vital member of the GRTC Family for more than 30 years, contributing to both a teamwork culture and company advancements.

Anthony Carter, Director of Safety and Security, has been with GRTC since 2015.

As the Director of Government & External Affairs, Joe Dillard leads initiatives fostering positive connections between our organization and government stakeholders.

With an extensive background that spans 30 years in technology and management, Director of Information Systems Dexter Hurt has significantly influenced GRTC’s operational effectiveness and project execution

Angela Malloy, Director of Human Resources, has been a member of the GRTC family for twenty-four years. The Human Resources department is constantly evolving in order to service our diverse population of employees, while ensuring we align with our company’s mission, vision, and core values.

Frank Adarkwa, Director of Planning & Scheduling, oversees the Planning, Scheduling, Data Analytics, and Capital Construction group at GRTC. With over a decade of experience in short- and long-range planning, he is passionate about leading transit projects and conducting research that facilitates access to opportunities for low-income and underserved communities.

Tonya Thomson has been the Director of Procurement since 2014.

As Executive Director of RideFinders, Cherika Ruffin brings extensive knowledge of the transportation demand management industry to RideFinders, a division of GRTC that provides multimodal transportation solutions and ridematching services to improve mobility and facilitate connections between people and places in the Richmond region.

As Director of Marketing and Communications, Mike Hurt promotes GRTC as a safe, sustainable, and equitable transportation option and keeps staff, riders, and the general public informed about projects, events, and service changes.

The Board of Directors of GRTC and RideFinders meet in their monthly business meeting at 8:00 a.m. on the third Tuesday of each month (unless otherwise posted).
